Today's Internet provides a best-effort service to all of its applications; that is, it does not make and promises about the Qos an application will receive.  An application will receive whatever level of performance that the network is able to provide at that moment.  Recall also that today's public Internet does not allow delay-sensitive multimedia applications to request any special treatment.
